Project number: IEE/09/702/SI2.558239
Name of programme: Intelligent Energy – Europe (IEE)
Duration: 24 months
Project start date: 01/07/2010
The EINSTEIN-II project aims to contribute to a widespread implementation of integrated energy-efficient solutions for thermal energy supply in industrial companies with a high fraction of low and medium temperature heat demand and for non-industrial users of similar demand profiles, such as hospitals, commercial centers, large office buildings, district heating and cooling networks, etc. The proposed project builds on the EINSTEIN tool kit for thermal energy auditing that has been developed within the previous IEE project EINSTEIN (Project EIE/07/210/SI2.446708). This tool kit, based on an expert system software tool, guides the user through the whole procedure from auditing (preparation of visit and data acquisition), to data processing, to the elaboration, design and quantitative (energetic and economic) evaluation of alternative solutions.
The project was carried out by 12 project partners and a project coordinator from the following countries: Spain, Austria, Luxembourg, Ireland, Germany, Italy, France, United Kingdom, Bulgaria and Slovakia.

EMAS
Local authorities in Latvia and in other new member states are facing many similar environmental problems, such as: air, water and soil pollution, waste, uncontrolled resource consumption, urban decay, etc. As practice shows, local authorities can be an important contributor to environmental degradation and that is why they have to increase efficiency of their environmental performance. EMAS II provides organizations with a systematic approach to solution of their environmental problems but the system is not widely used yet by municipalities of new member states, which is a specific environmental problem addressed by this project.
The main objectives of the project are:
- to demonstrate and promote EMAS II in local authorities of new member states, using Latvia as a role model;
- to introduce new effective tools of EMAS II implementation and dissemination;
- to assist new member states in their integration process to the EU, introducing the EU environmental regulation.
The project is aimed to achieve one of the objectives of EU 6th Environmental Action Programme: ‘Encouraging wider uptake of the Communities Eco-Management and Audit Scheme’.

PREPARE
PREPARE is an independent network of European experts in the field of cleaner production and sustainable development. PREPARE was founded in 1991 under the auspices of the international EUREKA (A Europe-wide Network for Industrial Research & Development) in collaboration with the Environment Agency EuroEnviron.
Slovakia, through the Ministry of Environment, was one of the first non-member countries that were invited to cooperate and to be a membership of PREPARE (Preventive Environmental Protection Approaches in Europe) in 1997. For the period 2002 - 2003 the Ministry of Environment SR has delegated the performance of the PREPARE Secretariat to SCPC, Ltd. Participation and work in this group not only brought widespread international contacts within Europe, but also some specific projects, such as Project for Environmental Management Accounting, led by UN DESA (United Nation Department of Economic and Social Affairs), a joint project with the United Nations / Division for Sustainable Development, which aim was to establish a methodology for development of national strategies for cleaner technologies. These projects have helped to raise the activities of Slovakia in cleaner production and in implementation of environmental protection strategies. PREPARE not only brought more visibility of Slovakia in the field of preventive strategies in environmental protection in Europe, but also the popularization of innovation activities on an international scale.
